For the past 23 years, US presidents, including Obama, considered Ben Ali's regime a "moderate" one. During his State of the Union address, Obama said:

Ben Ali, like Syria's Bashar Assad and Iraq's Saddam Hussein, was a dictator. Did the US stand with the people of Tunisia a month ago? no, it stood with Tunisia's dictator Ben Ali. Obama, don't insult my intelligence.
